We would like to inform our partners of increasing concern about impending deadline for implementation of new railroad control system, PTC (Positive Train Control).
Repeated railroad accidents in the United States, including 2008 commuter rail crash in California, have aroused people’s attention to the need for safer railroad control system.
As a result, Congress mandated all class 1 railroads (annual carrier operating revenues of $250 million or more) in North America to implement PTC (Positive Train Control) system by Jan 1, 2016.
PTC (Positive Train Control) is a GPS - based wireless system designed to prevent collisions and over-speed derailments of every train on every track across the United States.
Since the deadline was announced in 2008, rail carriers have had five-year window to complete the implementation of the system. However, carriers seem to need more time.
Most railroad carriers have concluded that the implementation by current deadline would be unachievable and that the legislation to extend the deadline is necessary.
If the deadline is not extended, the carriers are subject to substantial fines. Therefore, they may shut down the service and stop running trains all together in order to avoid the fines.
Few lawmakers have made their move toward the extension at the behest of freight companies, but it is uncertain that the extension will actually take place especially after eight people died from Amtrak train derailment accident in Philadelphia earlier this year.
If the carriers really close down their service in the first month of next year, its economic ripple effect would be as big as a 2.6 percent reduction to U.S real GDP in the first quarter of 2016. Approximately 1.7 million daily commuters will have to find their alternatives to go work.
The unemployment rate is expected to rise by 0.3 percent, with a loss of 700,000 jobs. Meanwhile, at the end of September, the House of Transportation and Infrastructure committee introduced a bill of moving the deadline to 2018 and allowing additional two years for testing and validation.

미국의 철도회사의 새로운 열차시스템 도입 관련하여 제대로 도입되지 않아 미 철도 대란으로 이어질까 하는 우려가 있는 것 같아 미국의 현재 상황을 전해드리고자 합니다.
지난 2008년 캘리포니아주 25명의 인명 피해를 낸 철도사고를 빌미로 하여 철로의 자동 제어시스템에 대한 필요성이 더욱 절실히 대두되었고, 그 결과 미 의회에서 2016년 1월 1일까지PTC system 설치를 의무화했습니다.
PTC 란 GPS를 기반으로 한 미국 전역에 있는 모든 열차간의 충돌, 모든 선로의 탈선을 예방하는 무선 시스템으로, 2008년에 올해 말까지로 기한이 정해진 이래로 철도회사에게는 5년이 주어졌으나,
현재 올해 말까지 PTC를 도입하는 것을 불가능한 것으로 보여 기한을 미루는 것이 불가피하다고 판단되고 있습니다. 
만약 기한연장이 되지 않는다면, 동 시스템을 도입하지 못한 철도회사들은 엄청난 벌금을 물어야 하고, 그 벌금을 피하기 위해 철도 서비스를 중단을 강행할 우려가 있어 철도대란에 대한 조기우려도 있는 상황입니다.
미 의회에서는 철도회사들의 청원을 받아 기한 연장을 위한 움직임을 보이고 있지만, 올 초 필라델피아에서 기차 선로 이탈로 8명이 죽는 인명 사고도 연장 움직임에 악영향을 끼치는 등 현재로서는 연장 여부가 불투명한 상태입니다.
만약 한 달동안 철도서비스가 중단되게 될 경우, 내년 1사분기의 GDP를 2.6퍼센트 감소되고, 또한 약 17만명의 통근자들은 출근하기 위한 다른 방안을 찾아야 하며,
또한70만개의 일자리가 사라져 실업률이 0.3퍼센트 추가 증가하게 되는 등 미 경제에 막대한 파급 효과를 끼치게 될 것으로 보이기 때문에 미 정부에서도 신중한 결정을 할 것으로 사료됩니다.
한편, 현재 올9월 말 건설교통부 의회에서는 동 안건의 기한을2018까지 연장하고 또한 그 이후 검사와 확인을 위한 추가 2년을 더 허용하자는 법안을 제출한 바 있습니다.
