PMA/ ILWU Labor Negotiation and West Coast Port Update
 
The negotiation between Pacific Maritime Association (PMA) and International Longshore and Warehouse Union (ILWU) are still ongoing.
According to the recent information, the negotiation is now in progress but wages and other important matters did not come to conclude.
Federal Mediation and Conciliation Service (FMCS) requested mediation the dispute between PMA and ILWU but ILWU turned down the request and the hope of the mediation of FMCS seems it went back to square one.
 
The current situation of the west coast port made no significant improvement;
ILWU have restrained their experienced workers therefore cargo is not being picked up and dropped off properly, which affects the cargo handling operation capacity badly.
 
Due to this port slowdown and affected congestion in the west coast ports are kept continuing.
Many drayage companies in West Coast area; LA, Tacoma Seattle imposed the congestion charge of $150 up to $300 per container, and this charge tends to go up.
Due to the overflowed jobs to the drayage companies whose job orders filled at least one-week advance, it is very hard to acquire any special care on urgent shipments. Also, USA export containers are also impacted by the frequent vessel delays. .
 
In spite of their continued negotiation, the final agreement has not agreed yet, and it is still obscure when the final will be made.

PMA / ILWU 계약 협상 상황 및 서부항만 업데이트.
 
지난 5월 부터 진행되온 PMA(서부해안항만노조) / ILWU (물류업체연합) 계약 협상은 아직까지도 체결이 되지 않은 상황입니다.
최근 언론 보도에 따르면, 현재 협상에 미미한 진척은 있으나, 아직까지 임금 및 기타 중요사항이 아직까지 협상이 이루어지지 않고, 신경전이 지속되는 상황이라고 합니다.
미국 연방 조정 화해국 (Federal Mediation and Conciliation Service) 에서도 이 사태에 개입하여 중재를 시도하고 있으나, ILWU에서 최종적으로 FMCS의 개입을 찬성하지 않아, 계약 조정에 실질적인 개입은 하지 못하는 상황이라고 합니다.
서부항에서 컨테이너를 운반(drop/pick up)하는 업무를 노조측에서 경험이 많은 인력 투입을 제한 함으로써 작업을 지연시키고 있으며, 그 영향으로 항만의 악순환이 계속되는 상황입니다.
 
이로 인해, 이미 통보 드린 것처럼 LA, Tacoma, Seattle 등 West Coast Drayage 회사들이 컨테이너당 $150, 많게는 $300 까지 Congestion Charge를 청구하고 있으며, 이 Congestion Charge 는 계속해서 인상되는 추세입니다
현재 미국으로 수입되어 오는 컨테이너의 경우, 트럭회사들의 업무량이 1주일 이상 밀려있어, 긴급한 화물이여도 빠른 조치가 어렵고, 미국 출발 화물 역시 선사의  빈번한 딜레이로 인해 상황이 좋지 않기는 마찬가지 입니다.
 
협상은 계속 되고 있지만, 복잡한 이해 관계로 인해 현재까지는 타결점을 찾지 못해 결렬이 되고 있는 상황이며, 언제 이 문제를 해결하겠다라는 발표는 없는 상황입니다.
